In 2010, the Secretary of State for Education invited Dr John Dunford to undertake an independent review of the Children's Commissioner. The aim of the review was to identify ways in which the impact and cost-effectiveness of the Children's Commissioner could be improved.

John Dunford's report was published in December 2010, and made a total of 46 recommendations to change both the legal framework and operational remit of the Children's Commissioner to make the role more fit-for-purpose. This consultation does not seek to re-open the debate about the role and purpose of the Children's Commissioner. John Dunford carried out a comprehensive review involving a wide range of stakeholders and his recommendations have, in principle, been accepted by the Government. This consultation sets out how we intend to implement the recommendations from the review of the Children's Commissioner that require a change to legislation.
